Age of Mythology: Retold will be a release from Xbox Game Studios. This means that it will be part of the Xbox Game Pass catalog from its launch day on Xbox Series X, Xbox Series S, and PC.

At the moment, it is unknown if Age of Mythology: Retold will be part of the Xbox Cloud Gaming catalog. That being said, the console versions of Age of Empires II Definitive Edition and Age of Empires IV came to the cloud service.
